Page 3 of 3 History Young Learners School was established in December 2000 as a unique collaborative model between the Houston Independent School District (HISD), Gulf Coast Community Service Association, and Neighborhood Centers Inc. Young Learners School officially opened its doors in 2001. Currently, Young Learners School collaborative partners include the Houston Independent School District, the Southwest School District, Gulf Coast Community Services, Neighborhood Centers, Inc., YMCA, and AVANCE. Since 2001, the program has grown to serve more than 2,000 eligible three and four-year-old children in twenty-eight existing Head Start and licensed child care facilities. Collaborative partnerships such as Young Learners School allow programs to reach beyond their own boundaries to provide the strength and breadth of public school instruction along with enhanced services to the children they serve.
